The symbols have to be facing the same way, too. ie: the bottom-left is backwards. Corrected, it seemd to matter on my game but it seems it was coincidence while shuffling other tiles. Second vertical row isn't uniform. I just watched a video about this puzzle and man, this looks tedious.
