Kawasaki mule 2510 problems

At first the dump bed lift pump did not work at all, but I had the motor rebuilt so the pump works now. The problem seems to be electrical. I can get the lift to go up, but not down. There are 2 relays. One for up, the other for down. These engage off the toggle switch. I checked both and they seem to be OK.
