If you've got a hacked 3ds I recommend you install retroarch. I've played some rom hacks on my hacked 2ds xl this way (not Pokemon ones though) The same ROMs didn't work on my dsi xl through Twilight menu. I have a 3ds xl running CFW with twilight and can't get Pokémon hacks to run.
