Most refrigerants include a leak sealer that will seal small leaks in addition to filling the R134a freon., Swapping the relays does not prove whether the circuits to and from the relays are good. Both fan relays are grounded by the ECM based on the coolant temperature and a/c system inputs. Multiple fuses, harness connectors and grounds are involved. You need a wiring diagram to test it. DO NOT test ECM inputs or outputs with a incandescent test light.
