Originally the only rub i had was on the UCA's when turning up steep driveways and offroading. So i purchsed some 1.5" Bora wheel spacers which took the rub off the UCA's but now it rubbed like crazy on my fender wells and front valence.

MPG will drop to some extent. Yes, but you cannot run a -12mm offset wheel (9" wheel) with 35" tires and just a level. They will rub the inner fender (the part where you can only trim with a grinding wheel ).
