Many moons minigames ago the best strategy was Stage 1 of Grandmapocalypse, where you got all the Wrinklers, but only 33% Wrath cookies. I don't know if it is optimal now. Full Grandmapocalypse gives you some CpS boosts and the ability to toggle it off at will for basically no cost with Pledges, or leave Wrinklers be for passive income.
