Amazingly, Japan reasearched it one tick away from me completeing the tech (it was the only one i could research at that point) and i got it just in time to get the city state quest.

I didn't get the difference first either. You can use city states to help you win but you're not competing with them. There are many differences, like they are black on the map, won't build settlers, you can move into their territoy without having either open borders treaty or war, they don't care about your warmongering.
