Thanks guys for the ideas. Here is an update: 1) nothing is blocking the fans., they spin freely. 2) the fans do turn on and run at times. (at both low and high speeds) 3) I replaced 6 relays and no change. 4) I replaced the fan control cpu and it looks like the fans are turning on sooner, but not always.

Was this done while you were at the mechanic? This would certainly solve the temp gauge and engine temp. I don't believe (not 100% sure) this issue would affect the operation of the AC (it would with the heat).

Finding mixed results shieing …, My 2014 Silverado had no reading on temp gauge, fan running high and continuing to run after turned off. Took it to car wash/oil change place, told them the problem. Guy said he had that before. He took off one battery cable, waited 5 minutes (to give it plenty of time to re-set) and re-attached. Problem solved...at least for now.
